CITY OF TACLOBAN – The Regional Development Council (DRC) urged local government units (LGUs) in the Eastern Visayas to adopt the Electronic Business One-Stop Shop (eBOSS) system for a more convenient way to deal with business inquiries during the pandemic.

National Economic Development Authority (NEDA) regional director Bonifacio Uy said in a telephone interview on Thursday that the DRC approved the resolution promoting eBOSS to local governments at its virtual meeting on September 30, 2021.

EBOSS is a unified online system that facilitates the business license and permit application process by providing a single platform for processing applications, receiving payments, and issuing approved licenses, authorizations, permits or authorizations. .

The system accepts online or electronic submission of an application; electronically issues the tax bill or payment order; accepts online payments; issues electronic versions of permits, licenses and authorizations; and provides a gateway linked to the messaging service for applicants who prefer to receive a hard copy of the permits.

“This will help ensure fast, contactless processing of documents for local businesses,” Uy said.

Earlier this year, the Paperwork Enforcement Authority (ARTA), the Department of Information and Communications Technology (DICT), the Department of Trade and Industry (DTI) and the Department of interior and local authorities (DILG) published a joint circular memorandum. guide LGUs and other related agencies in the processing of business permits, permits and related licenses in all towns and villages.

This is in accordance with Republic Law 11032, also known as the “Ease of Doing Business and Efficient Government Service Delivery Act, 2018”, and its implementing rules and regulations.

Under the joint circular, local governments were mandated to adopt eBOSS by June 2021.

To promote LGU compliance with eBOSS, the Eastern Visayas DRC has requested that a support system be developed by ARTA, DICT, DTI, DILG and other relevant agencies, according to Uy.

“Said support system includes the provision of guidelines and standards to local governments for the implementation of eBOSS, the provision of training and maintenance support for local governments, the provision of relevant software for local governments, providing policy guidance and monitoring the implementation of standards. and policies, ”Uy added.

RDC-8 also recommended to the Regional Competitiveness Committee, led by DTI and DILG, to initiate an activity to encourage and monitor the transition of all provinces, cities and towns to the eBOSS system.

“This is necessary because it will help encourage economic dynamism and competitiveness in the Eastern Visayas,” he told the Philippine News Agency (PNA).

The DRC sent a reminder to local governments in response to the request of the Philippine Chamber of Commerce and Industry-Eastern Visayas section asking the DRC to assess and monitor the implementation of the processing of trade permits and licenses. into the new normal. (ANP)
